Coordination and development of IMP/IMS executive and detailed integrated resource-loaded IT engineering plans and schedules following the ANSI-748 IT Software Development Life Cycle (SDLC): this included WBS development, IMP definition and IMS task duration and resource requirements and associated inter-dependencies. Additionally, perform EVMS analysis, risk assessment and critical path analysis (CPM) with resultant recommended mitigation strategies forward to the Navy Sea Warrior Program (PMW 240). Directed and implemented an Earned Value Management Planning and Control System within an IPT environment for the analysis of BCWS, BCWP, ACWP and ETC utilizing MS Project Management software.  Developed Work Breakdown Structures (WBS), Responsibility Assignment Matrix (RAM), and associated CPM schedule and project deliverables for the Space Shuttle Vehicle Heath Maintenance System build.  Reviewed and assigned cost accounts to the IPT leads, monitored monthly baseline budget against actual time charges for the generated of associated monthly and quarterly EVMS reports. Reviewed and analysis of monthly CPM schedule against baseline vs. performed with manpower utilization recommendations.
